I caught ho-oh but he doesn't know scared fire
can he learn it when he levels up ?

He learned it at level 43, I will implement a move relearner for the next version where you can give it that move again.

My Ho-oh have it and his nature is Rash

Yeah, in the current update, the moves of a wild Pokémon get choosen by random from their current moveset up to the level they are. So it's possible that Ho-Oh might not know the move Sacred Fire. I changed that.
