Surf

I was grinding with my gyarados on route 46 and when i used Surf, it said "But it failed". Surf is 100% accuracy and its not supposed to fail. Also they didn't use any moves to put accuracy lower.
Is this because of the battle-system being not ready?

First of all, since you think this shouldn't happen, then this thread belongs in the Bugs forum.
Second more than likely a battle system issue.

Hmm weird, maybe your accuracy did get lowered by their attack because of the new battle system.

Even if the accuracy is 100% it can fail. In this game, and in the original ones.
