Not a bug [0.20] Route 32 Not Accessible

Could the badge possibly have been listed as 1 in the previous version then and this version, [.20], was updated to accommodate for the badges in other regions such as Kanto and my badge number was simply not changed during the [.20] game update?

like i said, its just a number to use internally, the game only understands that you have the badge or not. if you're being awarded the wrong badge thats a bug, but it being '9' isnt the problem.
