Well, there is not much you could do against a Pika like Pika, Pika is a speedy Pika, and with double team and any move that can lower your accuracy, makes it almost impossible to hit Pika, and along with paralysis, you have little chance.
For example: Move: Earthquake
Acc: ||||||||||
Acc with -6 acc: ||||||||||
Acc with -6 acc and + 6 eva on opposing poke: ||||||||||
With all the above with paralysis: ||||||||||
That is if it can hit with -6 acc. Even if it does, Pika could use a sure hit move to killz it.
What? Against electrics? Of course electric doesn't do shiz against ground, but it would be neutral with water, plus Magnezone can learn Signal Beam, which does x2 damage.
