Can't Start launcher

Hello people who reading this.

I was trying to play this.
before I installed the ''requirments''
I tried to open it with a deferent kind of file and now every time i right click it I can't open as administrator and if I double left click it opens the program I first opened it.

i hope you can help me how to fix it
