why do pokemon trainers have the same pokemon?

almost everytime i go to a gym or encounter a trainer, when i battle him, or her, 90% of the time the trainer has 3 or 4 pokemon that are the same(only difference is levels). like i walk up to this one trainer on a route, and he has 4 weedles. then i walk up to anothe one and he has 3 caterpies. the cycle continues, and some have 2 of the same pokemon, and then a evolved version of the pokemon he has 2 of. if theres a way i can fix this, please tell me. or is this a bug developers are still working on?

oh, ok. will pokemon trainers get a variety of pokemon in this time around in future updates, to give players more of a challenge? i dont mind the trainers haveing the same type of pokemon much, but it would be nice not to battle the same pokemon from one trainer when i already beat it the first time.
