Not a bug New bark town lake glitch

So i finally beat all the gym leaders and got 8 badges so i was trying to go to pokemon league using lake behind new bark town but i cant something blocked my way so i looked down and there`s just water but i still cant go do i need to catch ho oh first?(its not even possible because you can't go even if u have rainbow wing and master ball)
