Keep going threw Johto. When you get surf or a fishing rod, you'll easily catch one.

I believe you will get the old rod before you unlock the trade rooms.
IIRC You get old rod near union cave?? Wheras the trade rooms are in Goldenrod and unusable until you find Bill in Ecruteak
So catching one yourself would be faster than having someone send you it.
