Long story short, after getting Hidden Power from that guy that lives in the dense forest slightly behind the Red Gyarados Lake, I go to leave, and I'm not exactly sure if I was simply in grass or about to transition areas, but I do know I saw another topic about that file being bugged or something. Anyway, here's the report.
It was right after I crossed that short sliver of land with the Fisherman on one side, I'd post a screenshot, but at the moment I'm about to turn in. I'll see what I can do tomorrow.
