so i am at the lake of rage and i can't figure out what to do here and i can't move on because of candy bar man please help thank you.

Defeat or capture red gyarados ->fight team rocket-> defeat all previous gyms and the way will be open.

how do i defeat or capture the red gyarados or fight team rocket.
if i knew how to do that i would.
and i have beat all the gym leaders i can at this point all but the with the person blocking the door.

Surf onto the water, ''talk'' to the Red Gyarados, fight or capture it. (Surf: Ecruteak City, house behind the Pokécenter.)
Then, you will notice another NPC, ''Lance''. Talk to him, he will tell you about Team Rocket in Mahogany Town and that he wants you to help him. Go to mahogany town and enter the building in the middle, from there the team rocket hide-out will start.

After that, beat the Ice Gym.

You will receive a call from Elm and then go to the Goldenrod Radio Tower, do the events there. Basement, too.

Rage candy bar dude will be gone and you'll be able to proceed towards Blackthorn.
