Yes, so is: Electrive, Tangrowth, Magmortar, Glaceon, Leafeon, Lickilicky, Yanmega, Porygon-Z, Magnezone, Gliscor.
Most of these are Pokémon you can get, haven't had a chance to get a Gliscor yet, though. Nor A Porygon for that matter.

Don't be mean ,if i can't get rayquaza why putting it in the game? just to tease the dragon lovers?

It is for future purposes obviously, instead of adding them later, they keep adding pokemon a few at a time.

But they could do something with them files ,like giveaways or mystery gifts

Time,it will take about a year for the game to get there

I doubt they'll be giving away Hoenn Legendaries, seems a little over the top in my eyes.

By that logic, implementing the Kanto starters would be a waste, too. Or the 3 birds, other Kanto Pokémon that come around quite late into the story since completing that will also take a good 8 months. (My own speculation, nowhere near accurate.)

I don't think it will take quite that long. Making Johto is in its 8th month now, & they already have many of Kanto's maps implemented. Kanto doesn't have quite as much events to make either, such as the Radio tower takeover, which took about 3 weeks to make. I'd say they have Kanto done in about 4 months if they keep going in this pace.
