There are people with electrizers, really. They are obtainable. You just did it wrong.

Oh, well then I went in to get the dragon scale, I didn't know that was where to get the risers. Guess i'll just have to trade someone for an electivire.

Yeah, Darky was a douche and told noone about it. Plus, peopel who did the available part of Mt.Mortar in previous versions were already doomed. :p
