How to input new attacks in the .dat?

The first one is the id, and I think the second number is the pp, but what's the third number...?

Ex: {"Attack2"[235,5,4]}

Synthesis is the first id number, showing what move it is. 5 is the current pp, I think... wait, is four the current pp and 5 the max pp?

Okay, adding on... Are hippopatos in the game? because I've been trying to hack in one for a while now (I used a randomizer to decide a pokemon on first stage, and got hippopatos, so I've been trying to mess with the party file, but it never shows up...
