Hmmmmmmm,, can we make our rock pokemon trained in such a way that it is resistnt to water type moves ??
That was Anime logic, not Pokégame logic. So I doubt it.

Alhough, a pokemon must get experience from every battle...
The more no. of water pokemons it shall fight, the more experience it shall get !!
So, it could be possible, if we also look for how many battles a pokemon had with its weak type.......
I once defeated a polywag of lvl 22 with my graveller lvl. 32 !!
