Move Relearner?

Is there a move relearner in the game yet (and if so, where/what does he ask for the teaching)?
On the Bulbapedia wiki, it's listed the person's in Blackthorn, in the same house as the Move Deleter.
The Deleter's in the house, but there isn't anyone else. Is the NPC just not added yet?

Hmmm... Not added yet.

I don't know if he will come in the next update, I haven't heard of it atleast. Maybe an extra? :D
