Their names are plays on the words "coughing" and "wheezing", meant to related to symptoms caused by the noxious fumes they emit. Originally, the characters were intended to be named "NY" and "LA" respectively in English localizations, intended as homages to the heavy pollution of American cities New York City and Los Angeles.

Interesting. I don't think 'NY' and 'LA' would be very good names for Pokemon though and I imagine it would have offended a lot of Americans.

That´s interesting. In Germany there is something like this with Ekans and Arbok.
Ekan is called Rettan in Germany. And Rettan spelled Backwards is Natter wich is the German word for Viper.
And Arbok spelled backwards is Kobra. And that is Cobra. ^^

I think the complete first gen had extremely interesting names...
And Ekans - Snake, Arbok - Kobra ... it's the same in English

I think Thunderhoof is trying to say that the actual snake is called a cobra in English. Arbok is still the name of the Pokemon in English, as you have pointed out.
