A lot of trainers and gym leaders use pokemon that are usually unobtainable at that level, it's been like that since gen 1.
Like Falkner har an unobtainble pidgeotto, and Lance in gen 1 had dragonites as too low levels. It's just always been like that.

I always saw it as the NPC's getting their pokemon in different areas then us, thus finding evolved pokemon at lower levels.

Pokemon doesn't only depend on the levels they are in, but also the friendship between them and their trainers......
It is also shown in the anime that a lower level Pokemon can also evolve just by very close friendship between them and their trainer.........

Unfortunately, the anime isn't very accurate.
In the games, only a few Pokémon evolve through friendship.
