Not a bug (0.34) Encountering Pokemon while sliding on ice

I noticed that when you slid on ice and hit a wall or a rock every now and again you would encounter a pokemon as if you were running along any other part of the cave. I didn't remember it being like that and I just slid on ice into walls on Pokemon Crystal about 100 times and encountered no pokemon which confirmed what I remembered that ice was not an encounter zone.

You are only encountering them when you get stopped by rocks, walls or something similar. And I don't see a reason why not.
