Cannot get Rainbow Wing

Not sure if this is still classed as a bug but...

before the most recent update i couldn't get the exp share despite having the red scale and the director "gave" me the rainbow wing but it wasn't in my inventory and the guy at the tin tower wouldn't move out of the way. Since the update i can get the exp share but i still can't get the rainbow wing. do i have to start a new game for it?

No, they made a new NPC with a new script for that.
Continue onto the Ice Path and you'll see.

When i got into the Ice Path I got a crystal wing. But i need the rainbow wing to get the guy in tin tower to move.

I got a crystal wing at the beginning of Ice Path, not a rainbow wing.

You can only obtain it after you have beaten the Elite Four and catched Raiku, Entei and Suicune. Then the Wise Trio in Ecruteak will give the Rainbow Wing to you so you can go to the top of the Tin Tower and catch Ho-Oh.

Hah! I actually hope they will keep that. It makes the hunting for Pokémon stressful but much more fun.

Just have a Pokémon with Meanlook or just use Wobbufet's ability (Dunno how it's called.) and you're golden.
