From inside the radio tower you can see Goldenrod City, but the weather is always clear even though its raining/snowing. It is also always daytime.

I've noticed this too. (Confirmed.)
Though, I am not sure whether this is a bug or intended.

well the issue is that you arent actually seeing goldenrod but a portion of the same map
to make it not rain in a building you must turn off the waether on the whole map and same for the day/night cycle
not exactly sure how it will be fixed atm but i will see that something happens

Yeah, like the way the entrance looks, I think that could work. But this isn't anything important or problematic.
