Duplicate Not getting rainbow wing or exp. share

When i finished the radio tower it said I got the rainbow wing off the director. But it isn't in my inventory and the guy blocking the ladder in the tin tower still won't let me pass. I loaded an old save and tried again but no luck. And I also can't get the exp share from Mr Pokemon despite having the red scale.

This has already been reported. Don't worry you are not alone. Same thing happened to me.
