As you get the Shuckle from the NPC in Cianwood City, I don't think you should have the ability to rename it, as it was possessed by someone else. Also, his name should be SHUCKIE (or Shuckie), the name that the Shuckle was in the original games.

In the original games, the Shuckle has the OT of the trainer you got it from, making renaming it impossible, even through the Name Rater.You could always go to the name rater, I believe you will be able to rename it there since the shuckle have your trainer ID

I really couldn't care less about who the original trainer was. I never ever name my pokemon. So the fact that all these NPC's give pokemon stupid names doesn't fit with my pokemon, and is just silly! My party would be (as an example)I hated the fact you couldn't rename pokemon. no, you're being silly if you completely ignore the fact that those pokemon had Original Trainers. As it has always been and always will be, any pokemon Nicknamed by the OT cannot have the name changed by anyone else except the OT. this means that any pokemon received from NPCs fall into this same situation
Here's the thing though, you don't HAVE to acquire Rocky. Go to the GTS and I'm positive you'll find an even better Onix. But this is nitpicking. NPC trades were put in for the enjoyment of everyone and as an easy Pseudo-Trade for people who couldn't trade regularly. For most people it was their first trade ever. You know how happy it made kids to know that they too could enjoy a traded pokemon regardless if they had friends to trade with?I really couldn't care less about who the original trainer was. This was in a time where wifi was still being developed and the Internet was boxy and slow. The joys of trading were hard to come by in Gold/Silver/Crystal. So yea I was pretty damn happy to have Rocky in my team. It was the coolest thing ever to have a traded pokemon.
Now we live in a time where a trade with someone is as easy as a trip to Goldenrod and a some form of Internet connection.
So what if you think it's weird that his name is Rocky? Go get your own onix if you hate it so much. As for me an onix is an onix, and a traded one is even better. I don't judge based on names all pokemon are good pokemon. Don't be so shallow about it.
