Pokemon IVs

Does anybody know what perfect IVs for a freshly hatched or fairly low starter pokemon such as Charmander/Squirtle/Bulbasaur looks like in Pokemon 3d? I just got a level 41 charizard, tried ALL the IV calculators I could find online, and they all said a few of my stats were out of the range of what it should be, and that my speed is like a IV of 5 or 6, which I kinda doubt... but anyways, any help would be very much appreciated. Thanks!

the perfect IV stat would be 31

I know that perfects are 31, but I mean like on a level 1 or 5 charmander, would its health be like 40, attack 13, etc..?
