ok i have the old rod but anytime I try to use it, on the dock or in the water it says now is not the time to use that

Sometimes I forget that I'm riding a Pokemon and then try and use a rod. Make sure you are not currently riding a Pokemon while using it. Took me like an hour to figure that one out

I can do it, but... Why you can't change this?
