One whom cheated in a very obvious manner.
And the other goes by the name of Kubjean. (Cheated Pokémon, out of the blue has more points than me. )

Kubjean has been giving away hacked Pokémon and even lied about it when I confronted that person. >_>Just thought to point in out
The other dude only hacked his/her score. Which can easily be resetted but.... even so, that person could just hack the score in again.

I (Me = MrHippocrit) can't do that, no.
But aslong as they aren't breaking any real rules, (Hacking in Pokémon/ruining the game for others.) then the developers/mods won't bother too much. They are busy with actually creating and finishing the game.
