I think you meant IVs. But sure. This might take a while, as I've stated. The requirement won't be pretty, too. I don't know what yet.

Get a Geodude or an Onix and it should be easy.
I can get you one when I get home. Get me a Pineco.

You've forgot one little thing. You can't use Friend Hub to send him any pokemon. Because, as far as i understand, he haven't been in Ecruteak city yet. So he haven't seen Bill. I was making this mistake all day long yesterday >_<.

And as a plan B we could've used the normal GTS. Since he can access that and all he has to do is request a <insert Pokémon he wanted> for the required Pokémon. Pineco in this matter.
