I just checked and spoke with Nilllzz and they may have forgotten it and thus it was actually not available at all.
In the next update it should be available through fishing, I'll send the other egg over and I am sorry for the inconvenience.

The fishing location wasn't a bug, more like a mistake.
As for the egg... well.... Lol. This happends with Pikachu/Hitmontop and some more Pokémon, have fun with your magmortar then.
