First of all, are gastlys in the game yet? Also, how would we be able to evolve it into gengar later on
?

Gastly is in the game, however it knows Tackle (which is also it's only move on lvl 4-6) which indicates that it isn't done yet. 251 Pokemon are basically in the game, but not the Attacks or Abilitys. There will be a way to evolve Pokemon that normaly need to be traded.

Gastly is catch able apparently i caught one on route 31

I saw plenty in Sprout Tower, but that seems to be because it was night time...
