This glitch may happen after your rival defeats Elder Li and leaves. If you battle Elder Li and lose, after returning to the area, your rival will be there again. However, the script isn't there, so it's just an awkward stare off between your rival and Elder Li. Attempting to speak to your rival in this state will cause him to repeat his speech back at New Bark Town:
