I wouldnt give them legends
maybe a hidden boss in a gamemode could have one of the trios(at random)
but for gymleaders probably 3-5 pokemon could be randomized(depends on the trainer and what their "signature" pokemon is(Falkner will always have pidgeot)

Well, Still even if he was based off the games, there'd be no way of telling what pokemon he should even have? Because really he could have any of the 151? Unlike the manga. Where you can clearly tell which pokemon he should have
