Not a bug Catching Pokemon Bug in TR Hideout

In the Team Rocket HQ hideout under the souvenir shop, there are trapped pokemons on the far west side of the map.
Pretty sure these are meant to be catch-able. At least I remember catching them in the original silver and gold.
