You could let a useless Pokémon hold the Thunderstone and trade it for a Kabuto, I guess.

you need the eighth badge to use waterfall....

Does the pokemon used to surf need to know the waterfall or is it enough that a pokemon I carry with me at the same time knows the move ? I have the badge and all, but I just slip right on through the waterfall. ._. Is it not Implemented yet ?

As far as i know surf is not enough to get on waterfall. so you need o teach one of them.
