lake of rage, there appear lvl 15 gyarados ( i think)
you can catch 15lvl Gyarados in Lake of Rage =).

That's where the hard part in this challenge was. The Lake of Rage has a rare chance of encountering a Gyarados in the first place. THEN, you had to find one at level 15 when they can be 15-19. Crazy challenge.
