I think it's a female dratini, for some reason the GTS and FTS always show me the gender of the egg when I put it up for trade.

and to boot, it seems that the gts is bugged (during the comp, someone gets a clone of the original if they stall for time....
and thus making comp pokemon semi legit

If you have to cheat the stones in, then there's no way for others to get the Eevee's, so a Ho-oh Trade is just to make people angry.
