Whitney was a huge pain to me as well... I used my Gastly to make her Clefairy run out of PP on Doubleslap, so that it could only use Struggle. She ended up using all her potions on her Clefairy and that made Miltank a bit easier to manage, but even then I still had to get lucky with status effects.

i used a thinking strategy on her:
start with poliwag (poliwag is incredibly fast but has low accuracy)
use hypnosis (pray to Arceus that it hits)
switch to Onix and use Rock Smash 3 times
clefairy wakes and uses doubleslap (not very effective)
switch to poliwag
she uses Hyper potion and i star process again until she runs out of hyper potions
HOWEVER
the problem is when Miltank uses Stomp, its a damn 1 hit ko....
