Legendaries won't be given away. Only on the Facebook compo, which is completely random.

Go to the burned tower, you need to activate that event. He will appear afterwards.

there is a gym leader in ecruteak. You should try to search harder bro. For Mewtwo I heard that Pokemon3D has plans to bring in events that enables us to get pokemon that are not catchable in-game. And Lugia is probably in the whirlpool islands but that wasn't available yet.

thanks for the info i'm going to search for him now and maybe when the whole game becomes complete with the elite four and stuff they might give like secret trainers and secret pokemons (zekrom kyurem stuff like that)
