hahaha not a stupid question at all. In goldenrod in the friend hub (green beam) but first you have to reach ecruteak city and talk to bill in the pokemon center

Rhydon's aren't catchable yet AFAIK so as was only being optimistic as to whether anyone had any which is why i said 'legit'.
