Correct, Rhydon was the first Pokemon designed, but because of the last minute addition, Mew was not even close to being the first Pokemon to be trademarked, infact, like it's Pokedex number, it was the 151st Pokemon to be added to R/B. It was never intended to be in the game, like, at all. So if anything, it was the last of the 151 to be trademarked, even then the Mew glitch was first reported in 2003, after ruby/sapphire was released, so if anything, it was found around gen 3, and was trademarked during that time.

Also, speaking of Gen 3, does anyone know how to do the Sealed Chamber puzzle? I know that jian does cuz he put up the video of all the locations of the legendaries in OR/AS.

So Twitch Plays Pokemon has both restored and utterly annihilated my hope for humanity, I realize that in the future I will split into another person born from my skin and that entity will go back in time and call himself Nietzsche because of TPP Kappa.
