Rock Pokemon are not weak against water, they are weak against water attacks, it's the same reason why water Pokemon don't faint when they walk in the grass, they are not weak against the grass, just weak against the grass type attacks.

As for why some Pokemon learn attacks that they shouldn't be able to?
You can blame america for that (or the people who translated the moves to English)
For example, you say: why diglett can learn sucker punch? but it has no hands?
I tell you that sucker punch in Japanese is called "Sneak Attack", makes sense now, doesn't it?

So blame the translations is what you're saying? it does make more sense for diglett to sneak attack you coming from underground,but translations from pokemon have messed up so many more times than they probably could have.
