Not a bug Lighthouse in Olivine unable to go to the top

I am not sure if this is a puzzle lighthouse or anything - but there isn't a staircase to the top of the lighthouse on the same level as the first Bird Trainer guy you encounter. I would explore it to make sure but this lighthouse is lagging my computer super super badly (Looks like the original Bards Tale with the game loading a frame every second or two). Please help,

There's a different stair case that you access by jumping into a hole. The hole is either on that level or the one below it. There is a lady standing next to the hole and you should see a staircase leading straight to another staircase if you look through the hole.
