I would say Lt.Surge in Pokemon Stadium. I did not know his Raichu knew surf when I first battled him.
In the handheld games, I would say Whitney (of course) and Fantina. -.- UghI hated they way Fantina's Drifblim always used Minimize, but I hate her looks and personality even more. xP
