Oh I want to put it as the prize....but the new plan is to do a shiny pokemon on release days only....in a three part competition(aka three chances to get one) and the pokemon will coincide with something in the update(a major event pokemon, A boss's pokemon, a pokemon that well represents the route(s) added, etc

Since we cannot get the Murkrow through any legit means besides through competitions hosted by developers/moderators, you would have to cheat a Murkrow in.
You say you will breed one and then it is legit, but that is false.
Breeding with a non-legit Pokémon will not make the egg a legit egg... At maximum it will be a 50% legit egg since you did spend the time walking around and hatching the egg, but that's only thing that is legit about it. The Mukrow that comes out of the egg may have legit stats but is not obtained through legit means.

you could clone a pokemon via notepad copy and paste the info into another game and think it may be legit w/o editing the gender/stats/etc but its only a clone of a legit pokemon that can only be used via breeding to breed legit or semilegit is pending if you try to edit it its a hack meaning all info is ruined but the byproduct is semilegit though its value would go down emensely

Well, the thing is. I had a Tyroque and I put it on the daycare because I refused to manually level him and seemingly the other Pokémon in there was actually compatible with the evolved form of Tyroque AND was female. After wandering for a long time, there appeared an egg.... This happend with Pokémon from different egg groups aswell.. :/ It just takes a lot longer for the egg to appear, I think.

Yeah it is like that in the main games...but I don't think that is implemented ATM.....(infact I bet you could breed a Articuno or something right now...

You need to make about 5300 to 5400 steps for the Mukrow to hatch afterwards. You better start walking! Hehehe.
