Where do you get rock smash?

You are supposed to, but after you defeat Sudowoodo.
If you haven't defeated him, and he still won't give it to you, we probably forgot to put it in T^T

Before i get fly, i need defeat fighting type gym leader Chuck, and his last pokemon must be poliwrath-> what is water and fighting type pokemon, then that must be easy enough for electric- and grass type pokemon!
