Not a bug [0.28.2] Badges Not Adding Any Effect to Gameplay

I have collected HM05 [Flash], along with the Zepher Badge, and progressed my way to the "Dark Cave".
I made my Hoppip learn Flash, and to my amazement, I couldn't use Flash (or possibly any HM/move) outside of battle.

Remember this game is still in its early stage. Not all Overworld Move activation is implemented yet. Currently cut works when activating a cut tree. The union cave is open and you can head over and fight bugsy wait until some updates and you'll be flashing in no time
