Not a bug Windows 8 HELP

I followed the video, I downloaded ,
XNA 4.0 Download
.Net Framework 4.0 Download
and still won't download.
It goes to the Pokémon 3D launcher. and when I click on it my loading thing comes over my mouse than turns off, and nothing happens.
I have windows 8. new laptop.

The last time someone had problem with Windows 8, I sugguested that person to turn off touch screen if that was activated. If that does not work, I am out of ideas since that is the only thing I'm positive would cause problems with the new system.

windows 8 is designed for touch screen compatability
but not all windows 8 laptops use touch screens

Im using Windows 8 and have had no problems,
You sure you installed them?
