SO I wanted to start paying P3D again, but after downloading the new launcher and getting everything ready to play, this occurred:

Are we not allowed to to use our own skins anymore?

did you put your skin into the proper folder?
It might be that you missplaced an NPC
Make sure whatever the name is is in the /pokemon/Content/textures/NPC/ Folder
