actually, its better to trainer a Pokemon from the moment thier hatched, there you can EVs Train. when you reached the maximum amount of EVs you have earn which is 510. you wont be able to recieve any more. from then on after when training is complete, its a hassle to Lvl them up afterwards in some occasion, so Rare Candies are in a welcome comity when we want to. basically, its not good to use Rare Candy on a Early State because the Evolution from its previous state could increase and multply when the Pokemon Evolve, which of course does not effect pokemon that does not have a Prevolution or a Evolution.
This is another way to look at it
Ev training can be done at any time is the point whether or not you have used rare candies

good point i didnt think of getting EV's out of the way ASAP and then RARECANDY ALL THE WAY TO GLORY!

you know, to even get EV's even FASTER! you could do this

have pokemon you want to turbocharge EV's in first slot,

every battle switch them out and fight with your other pokemon

result:
-pokemon receives reduced amount of exp
AND
-pokemon receives uneffected amount of EV's

this way you get more bang for your buck since you get more battles into each level for that pokemon, on the other hand you sacrifice this oppurtunity for the other pokemon in your party as they get tons more exp as a result

there are also items and pokerus to increase the amount of evs you get per battle :)
