Not a bug [Indev 0.57.1] Rock Climb not working on Rocky slopes

Starting Trainer
Edit: it started to work after beating last gym leader and getting Earth and Kanto badges.
After getting HM08 Rock Climb in Ember SPA, I used it on my meganium(52118). Still i cant climb to those slopes.(tested on Kindle Road)

As your edit indicates you cannot use Rock Climb until you have the Earth Badge from Viridian City
