It's a sad day in the Pokemon world when...

Every time a Pokemon wants to learn an attack that isn't implemented atm it will learn tackle because the move is replaced - as far as I understood the ID of the attack is the right one so it will change to the right attack afterwards (if it's implemented)? - I hope so ^^
I'm afraid that does not seem to be how it works. The ID of the attack is actually changed to be the ID of tackle, otherwise your Pokemon would have a non-working move in their moveset (since the move(s) isn't implemented). I MIGHT be wrong on this once, but i am quite sure this is how it works, so if you want to get a move that a Pokemon could not previously learn because the move was not implemented, you will still have to manually edit the moves in ex. the party.dat file. AKA, a move like Force Palm (which is currently replaced by tackle) will not automatically change back to Force Palm once the move gets implemented
I personally keep a list of Pokemon and the moves they were supposed to learn ready for when the moves gets implemented XD.

Many pokemons can be currently leveled up to around lvl20-30 before they tries to learn something not implemented yet. so, if you are lazy to keep lists and afraid of editing stuff in later you should save every time someone gets a lvl up and deposit those who would learn an unimplemented move on next lvl. one could also go for ditto grinding since he is already pretty much completed with his transform xD

Then why did my Ghastly not learn Spite? Or Tackle? Or... Anything???
Did you read the post I wrote as a response to the post your quoting? It should contain part of the answer your looking for. Also, If a Pokemon already has tackle, it won't learn the move again. So if you lv your Pokemon to a lv where it gets a new move and that move isnt in the game, the move will become tackle instead, thus your Pokemon won't learn a move at all. It confuses me greatly that you are saying that your Ghastly has not learned tackle though ?????
