How hard is it to make texture packs?

i want to make NPC texturepack. I want to give the NPCs more anime like design, as right now; I find it to be highly pixelated. This also goes for the buddy-walking pokemon.
Also I want to be able to edit some parts of the Redesign64's texturepack.

Any help is appreciated!!!
